TSA stands for Transportation Security Administration and is an agency of the U.S. Department of Homeland Security. TSA padlocks are only required for travel to, from and within the USA. The TSA has a number of special override keys that allow them to open any genuine TSA padlock to inspect the contents of a passengers luggage and then close it again without having to reset the padlock.
